Tata Kelola Pada Transfer Aset Infrastruktur Kesehatan Kementerian Kesehatan untuk Pemerintah Daerah

Transfer aset infrastruktur kesehatan dari Kementerian Kesehatan kepada pemerintah daerah masih menghadapi berbagai hambatan meskipun mekanisme pengelolaannya telah diatur dalam peraturan perundang-undangan. Penelitian terdahulu umumnya membahas pengelolaan aset pemerintah pusat dan pemerintah daerah secara terpisah sehingga belum menjelaskan bagaimana hubungan antarpemerintah memengaruhi keberhasilan transfer aset. Penelitian ini bertujuan menganalisis tata kelola penyediaan dan transfer aset infrastruktur kesehatan serta menjelaskan dinamika hubungan antarpemerintah dalam proses tersebut. Penelitian menggunakan metode kualitatif deskriptif melalui wawancara mendalam dan studi dokumentasi pada Kementerian Kesehatan, Dinas Kesehatan Kota Bekasi, dan Dinas Kesehatan Kota Bukittinggi. Analisis data dilakukan menggunakan model interaktif. Hasil penelitian menunjukkan bahwa hambatan transfer aset tidak terutama disebabkan oleh ketidakpatuhan terhadap regulasi, tetapi oleh ketidaksinkronan koordinasi, penyelesaian administrasi, dan mekanisme akuntabilitas antara pemerintah pusat dan pemerintah daerah. Penelitian ini menunjukkan bahwa penyediaan dan transfer aset merupakan satu siklus tata kelola yang terintegrasi sehingga keberhasilan transfer aset ditentukan oleh kesinambungan koordinasi dan akuntabilitas pada setiap tahapan proses, bukan semata-mata oleh penyerahan fisik aset.
