Mining activities in Boyolali Regency provide economic benefits but also generate socio-environmental and governance challenges. This study examines sand and rock mining governance through the perspective of Siyasah Dusturiyah and proposes a governance model based on prophetic values. Using a socio-legal approach, the study analyzes mining practices in Cepogo, Musuk, and Selo District through field findings, legal analysis, and environmental data. The findings demonstrate that mining governance problems extend beyond licensing compliance. In Cepogo, mining supports local livelihoods while generating externalities affecting water, roads, air quality, noise and slope stability. In Musuk, problems involve spatial discrepancies, environmental documentation, and inadequate public participation. In Selo, hydrological risks and inadequate post-mining management indicate the ecological consequences of extraction. From the perspective of Siyasah Dusturiyah, mining authority constitute an amanah that must be directed toward maslahah and justice (‘adl), while Sadd al-Dhari’ah provides a preventive principle for avoiding foreseeable harm. Based on these findings, this study proposes Cultured Mining, an integrated governance model combining legal, ecological, participatory, economic, and prophetic cultures through preventive licensing, responsible extraction, partivipatory monitoring, and restoration-oriented post-mining evaluation. The model offers a framework for transforming mining governance from permit-centered extraction toward socially responsible and ecologically sustainable resource management.
